I see many steets which are not avaliable. How to make it avaliable and buy it?

Instead of making all the streets themselves, the developers use the information from openstreetmap to generate buyable streets in the game. Your best bet to make those streets available is by going to openstreetmap, add the street of your choice in the database, and see if the developers will update the game base on the new openstreetmap database during the incoming reset.

Other than that, there is currently no other way to make those streets available.
