Don't see it being possible. You can never lose more then you have that I can see, maybe the chance cards could take more then you have but i doubt it. I believe they probably take only up to the max you have.

From what I can see the people with negative scores are either :
a) silly and have accepted a really bad deal on one of there streets
b) paid way over the odds, just to have a street they really wanted
or the one I belive will be 99.9%
c) holding account for multi account player. ie value built up and held to keep off scoreboard and then transfered to main account in return for some 100k street.
